Análisis crítico preliminar de los marcos normativos sobre inclusión laboral de personas con discapacidad en Bolivia: conceptualización e incidencia

Abstract
This paper critically analyzes the regulatory frameworks that regulate labor inclusion of people with
disabilities in Bolivia, identifying strengths, weaknesses and challenges in their design and implementation. Key
concepts such as disability, labor inclusion and mainstreaming are evaluated, as well as the impact of the regulations
on public policies such as the National Plan for Equality and Equal Opportunities and Law 977, which establishes
employment quotas for this sector. Despite regulatory advances, there are still structural, attitudinal and resource
barriers that limit their effective implementation. The study reveals that, although Bolivian legislation is aligned with
international commitments, the lack of inter-institutional coordination and adequate resources hinders real labor
inclusion. This analysis proposes recommendations to strengthen the planning and execution of inclusive public policies,
contributing to the debate and promoting an equitable and accessible work environment for people.
